A United States-Mexico anti-drug alliance? Mexico is requesting training courses, resource transfer, and intelligence exchange. Mexico is not requesting Plan Colombia. Plan Colombia has been a disaster. American taxes have been wasted. Colombia’s drug exportation has not dwindled. Drugs are an omnipresent threat. Thus, force must remain an option.
